No. Johnson Creek Campground charges a fee. It is managed by the USFS.

How do I get to Johnson Creek Campground?

From Idaho City travel north on Hwy 21 toward Lowman. Turn off State Highway 21 onto Forest Service (FS) Road 384 at Edna Creek (18 miles past Idaho City). Follow FS Road 384 for 4 miles to FS Road 312 (Pikes Fork-Graham). Stay on FS Road 312 to the Graham area (25 miles). FS Road 312 becomes steadily rougher. 4x4 vehicles are recommended beyond Trapper Flat to ford the North Fork Boise River at the Graham Bridge Campground. Continue past the Graham Cabin and airstrip for another 1 mile. About 200 yards before the Johnson Creek Campground look for a jeep road taking off to the left (look for trail direction sign).
