Yes. Crooked Creek Dispersed Area is free to use. It is managed by the USFS. It is a dispersed area, so there are no hookups, no water and no trash service unless a report below says otherwise.
From Creede Colorado take State Highway 149 West for 19 miles. Turn left and travel west on Forest Road 520 for another 2 miles. The campsites are on the left or south side of the main road.
