Yes. Frenchy Ridge Shelter is free to use. It is managed by the USFS.
Drive south from Petersburg on the Mitkof Highway for approximately 10.5 miles. Take a left onto the Three Lakes Loop Road and after approximately 3 miles, take another left onto the NFS 6204 road. Yet another left on the NFS 6208 road takes you to an undeveloped parking area. The shelter is a short hike through muskeg and woods.
